I don't get it. Could someone explain why a design up for scoring might be ended early?

I downloaded the submission kit. I even used the T templates on two submissions at one point. Now, I can't seem to open the downloaded submission kit in Photoshop. "Cannot complete your request because it is not the right kind of document." I'm so ready to snap right now.
